Measures for the implementation of the plan of introducing overseas doctors of Jilin University

In order to strengthen the construction of discipline, optimize the structure of teaching staff and improve the overall quality of the team, the implementation measures are formulated in accordance with the medium and long term development plan, discipline construction plan and talent team construction plan of the university, and in accordance with the principle of "supporting the outstanding, the strong and the innovated", to create the environment and conditions for attracting overseas doctors to work in the university.

I. Recruitment

We plan to introduce 300 overseas doctors in three years. Starting from 2013, it is planned to recruit about 100 people every year.

II. Leadership

1. We establish a leading group for the introduction of overseas doctors, which is responsible for the important matters of the introduction of talents, and the dean's administrative meeting performs the responsibilities of the group.

2. We establish a working group for the introduction of overseas doctors. The group leader is the leader in charge of human resources of the university. The members are composed of the heads of relevant functional departments and four members of the academic committee in relevant disciplines, who give opinions on the level of talents to be introduced, relevant compensation and the positions of the teachers they employ.

The working group has an office, which is located in the Department of Human Resources and Social Security of the university and is responsible for daily work.

III. Recruitment Requirements

(I) Basic Requirements

1、Love the People's Republic of China and with high scientific ethics, rigorous study style and quality of being decent.

2、Abide by the constitution and laws of the People's Republic of China.

3、Good conduct, good quality, good health.

4、Have the knowledge base and work ability to engage in related fields.

(II) Vocational Requirements

1. Category A: Under the age of 40, with a doctor's degree from a well-known overseas university and overseas working experience for more than 2 years.

⑴With a good style of study and a solid theoretical foundation and has achieved research results recognized by peers at home and abroad.

⑵Has published many academic papers on influential academic journals at home and abroad, presided over or undertaken important scientific research projects as a main participant in recent years, and has the ability to teach core courses of the discipline.

⑶The academic achievements made in the past three years should meet the requirements for the exceptional appointment of senior teachers in the same discipline.

2. Category B: Under the age of 35, with a doctor's degree from a well-known overseas university. The age restrictions of those who have worked or studied overseas may be relaxed.

⑴With a good style of study and a solid theoretical foundation and has achieved some research results.

With the good development potential and has the ability of teaching undergraduate’s courses in specific discipline and engaging in the scientific research.

IV. Compensation and Benefits

If approved after examination, the university will provide the following benefits:

1. Category A

⑴In principle, the funds for necessary experimental equipment shall not exceed 250,000 yuan for natural sciences and 50,000 yuan for humanities and social sciences.

⑵The start-up fund for scientific research is 100,000 yuan for natural sciences and 50,000 yuan for humanities and social sciences.

⑶A settling expense of 50,000 yuan (tax included).

⑷Housing allowance of 200,000 yuan.

⑸Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.

2. Category B

⑴A settling expense of 50,000 yuan (tax included).

⑵Transitional housing or rent allowance of 800 yuan per month for three years.

⑶The start-up fund for scientific research is 50,000 yuan for natural sciences and 30,000 yuan for humanities and social sciences.

⑷Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.

The introduction of other high-level talents shall be carried out in accordance with the provisions of theInterim Measures of Jilin University for the Introduction of Excellent Talents.

V. Recruitment Procedures

1. Open recruitment. The university publishes recruitment information on relevant media and is open to overseas recruitment.

2. Individual application. The applicant should fill in the application form for introducing overseas doctoral degree of Jilin University and provide relevant materials.

3. Unit recommendation. Each middle-level unit holds the academic committee meeting, reviews the overseas doctoral candidates to be introduced, and puts forward specific employment opinions.

4. Group review. The university held a working group meeting on the introduction of overseas doctors, and put forward preliminary opinions on the level of the introduction of overseas doctors, the relevant remuneration and the position of the teachers employed.

5. Determine candidates. The leading group meeting for the introduction of overseas doctors (dean's administrative meeting) will be held to determine the level of talents to be introduced, relevant remuneration and the positions of the teachers employed.

VI. Other Information

1. In principle, a five-year employment contract shall be signed for overseas doctors to work in the university. Upon the expiration of the contract, the middle-level unit shall carry out the examination and only those who pass the examination can renew the contract.

2. According to the different levels of outstanding doctors, each middle-level unit can give some supporting funds for scientific research.

3. The university has included the introduction of overseas doctors into the annual assessment of the leadership of middle-level units.
